This shows the steps I used to create the plateaus. It starts with a simple fractal which is then run through a few slope blurs to create a sense of erosion. This is then run through my plateaus node. The last 4 frames show the masks output by the node.

Plateaus - 100% Substance Designer

I put together this material as a showcase of the effects that can be achieved with a filter node I've developed called "Plateaus". It's part of a free 'Wave Filters' pack I've made available on my Gumroad (https://gum.co/WaveFilters) as a way of giving something back to the amazing Substance Designer community. It comes with a sine wave filter, a sawtooth filter, Plateaus and a node called wave filters that adds square and triangle wave options. I've put together some documentation at https://www.artstation.com/matt-taylor/blog/4XNw/free-wave-filter-node-pack-documentation. In this material I tried to emulate the sort of terrain you might find in Colorado or Arizona (no prizes for guessing what game I've been playing a lot lately ;) ).
